FLA responds to misleading allegations by the Clean Clothes Campaign

WASHINGTON, April 22, 2025 – Following misleading allegations by the Clean Clothes Campaign (CCC) in relation to the Fair Labor Association’s (FLA) investigation of reported labor violations at Hong Seng Knitting Co. Ltd. in Thailand, FLA issued the following statement:

“CCC is recycling inaccurate claims about FLA’s investigation and the remediation plan for workers. Due to the constraints of COVID, the original report upon which CCC’s claims are based unfortunately was incomplete, particularly in terms of the scope of worker engagement and lack of access to factory records, resulting in their flawed conclusions and estimates.

“FLA’s more robust investigation, conducted in accordance with best practices for labor investigations under the auspices of our Third-Party Complaints system, benefited from access to hundreds of workers, as well as factory documentation and other information. Allegations were reviewed through the lenses of both FLA standards and Thai law, with recommendations for remediation based on the higher of the two standards.

“As a result of FLA’s investigation, all affected workers will be compensated for 100% of the previously unpaid leave days taken in 2020. In addition, two specific workers who suffered retaliation after refusing to accept unpaid leave will be compensated based on their individual circumstances.

“It is unfortunate that CCC did not reach out to FLA for clarification prior to publishing their misleading allegations. We urge the CCC and others to refer to the full investigative report and remediation plan or the abbreviated fact sheet for factual details about the case.”
